New Delhi: The Directorate of Education, Delhi Government has issued a show cause notice to SS Mota Singh Sr. Model School, Janakpuri, on a reported incident of alleged molestation of a nursery class girl on the school premises during school hours. The notice, issued by the office of the Deputy Director of Education, District West Bay, has sought a detailed explanation from the school management regarding various administrative and security lapses.According to the notice, the incident reflects serious lapses in the school’s monitoring system and child protection framework. The authority has also recorded preliminary findings indicating gaps in monitoring infrastructure and possible violations linked to the operation of nursery and pre-primary classes from a separate location away from the main campus.Allegations of serious failings in child protection proceduresThe show cause notice highlights that the school failed to maintain a proper monitoring system within its campus. It particularly notes the absence or non-installation of CCTV cameras at critical and sensitive locations, which is in violation of safety norms and child protection requirements under applicable regulations.It added that the school management did not implement adequate precautions or monitoring procedures to ensure the safety of the students. The notice also recorded that several concerns related to the administration, safety and functioning of the institution allegedly persisted over time without corrective action by the management.Separate space for nursery and pre-primary classes under scrutinyAn important issue raised in the notice relates to the operation of nursery and pre-primary classes from separate private premises located about one kilometer from the recognized school campus. The document states that the students are being transferred to this location without the approval of the competent authority.The Directorate has observed that the recognition given to the school is reserved for the approved land and infrastructure. Conducting classes from an unauthorized site is considered a violation of recognized conditions, Delhi Development Authority (DDA) land allotment conditions, and mandatory safety and infrastructure norms.Violations under Delhi School Education Act and conditions of allotment of landThe notice cited prima facie violations of the Delhi School Education Act and Rules (DSEAR), including failure to ensure safety, welfare and proper management of the institution. It also cites concerns regarding structural safety, fire safety compliance, and regulatory approvals for additional premises to be used.It further notes that non-compliance with prior instructions issued by the district and zonal authorities on administrative and functional matters as well as concealment of material facts about the actual location of classes is possible.Instructions were issued to the school management for detailed explanation.The school management is directed to submit a detailed response including incident report with timeline, details of staff duties, child safety policy documents, CCTV installation record, copy of FIR or police complaint, suspension procedures against responsible persons, and recommended measures to prevent recurrence.Additional submissions required include approval or permission documents to operate from separate premises, details of ownership of the site, safety certificates such as fire and building stability approvals, and transport arrangements for students.Possible action including de-recognition and lease cancellationThe notice warns that strict action may be taken if a satisfactory response is not submitted by May 11, 2026. This includes recommendation to DDA for possible withdrawal of recognition under DSEAR provisions, seizure of school management under Rule 24(4), and cancellation of lease or allotment of land.
