The Delhi government has proposed a major change in its upcoming EV policy, which could have a significant impact on two-wheeler buyers in the capital. According to the draft Delhi Electric Vehicle Policy 2.0, new registrations of petrol-powered two-wheelers may not be allowed from April 1, 2028. Instead, only electric two-wheelers will be eligible for registration from FY29.
Delhi EV Policy 2.0: No non-electric two-wheelers from April 2028.
This move puts the two-wheeler segment at the center of Delhi’s electrification plans. This is because bikes and scooters make up the largest share of vehicles on city roads and are seen as a major contributor to pollution due to their heavy daily use.The policy outlines similar measures for other classes as well. From January 1, 2027, only electric three-wheelers will be allowed to be newly registered in Delhi.
The government has proposed several incentives to support this transition. Buyers of electric two-wheelers priced up to Rs 2.25 lakh, ex-showroom, can avail benefits of Rs 10,000 per kWh, capped at Rs 30,000 in the first year. These incentives will be reduced to Rs 20,000 in the second year and Rs 10,000 in the third year.Along with this, the policy includes complete exemption on road tax and registration fee for electric cars up to Rs 30 lakh till March 31, 2030, along with plans to expand charging infrastructure across the city.It is important to note that this is still a draft policy and has not yet been implemented. The government has opened it up to public comment, and changes may be made before it is finalised. If approved in its current form, this rule will apply only to new registrations. Existing petrol two-wheelers are unlikely to be affected.
